Oromocto, "Canada's Model Town" -  When CFB Gagetown was conceptualized a scaled model was produced and a master plan prepared for the new Town of Oromocto by McGill University Planner, Professor Harold Spence-Sales.  The federal government engaged the renowned planner to design the community based upon sound planning practices in preparation for the creation of Canadian Forces Base Gagetown.  

Since that first plan the Town has continued to renew its planning framework and on 17 March 2016 it adopted a new Municipal Plan under the New Brunswick Community Planning Act.   Town Council hired Stantec Consulting of Fredericton and Trace Planning and Design of Moncton to undertake the review process with the community. Community Planning in Practice - In the field of community planning, the New Brunswick Community Planning Act assigns the roles to be played by Council, the Planning Advisory Committee and the Development Officer as follows: 

• Council - has legislative authority, with the power to enact, amend and appeal by-laws, and to enter in to agreements to protect the interests of the Town.

• ​Planning Advisory Commtitee - has judicial power to make decisions which are not dictated by legislation.

• Development Officer - has executive power to administer and ensure compliance with the by-laws.

• The Director of Planning and Compliance compiles, analyzes, interprets data affecting community planning and prepares land use plans within the policies of the Town Council and serves as technical advisor and secretary to the Planning Advisory Committee.
